93'-940 trouble shifting into 4th gear 900 1993

I have a 93'-940 Turbo wagon, with auto trans. It won't shift into 4th gear until you are above 55 mph. It shifts normally from 1 to 2 and 3rd by about 25 mph but then won't shift again until you are above 55 mph. Any ideas? Is this an electronic relay in the transmission that needs to be replaced? I don't think that it is a linkage since the other gears word fine.
