My temperature gauge is acting odd 900 1994

Hi all,
I drove my car today to my parents house. The temperature gauge never really moved much (it stayed on the cold end of the spectrum). I left my car there and borrowed my dad's car because this is definitely not right. Any clues as to what is wrong. I have ramps, so I can get under the car to look things over. It just concerned me that the temperature gauge never got up to the 12 o'clock mark. What would cause a car to stay "cold".
