Problem w/ Relays? 200

Working on a 1984 240DL Wagon.

Problem is car won't start UNLESS I run a jumper wire from the #5 to the #7 fuse (I think other years run the #4 and #6?). It will just crank and crank without catching. It also runs fine when it does start if I have the jumper wire on the fuses.

I replaced BOTH fuel pump relays (fuel pump and main system) with brand new ones (and I've also tried the other 2 brand new relays I have). But always the same thing... will only start and run with the fuses jumped. Sometimes the main relay will "buzz" for a second or 2 but it will still start.

I can hear the main fuel pump running when I jump it also.
Do I need to replace my pre-pump (intank pump)?
