jumper wires 200 1986

In reading several of the posts concerning no start situations and applying jumper wires from fuse to fuse, I am left realizing that this is a portion on my brick that I know very little about. Can someone briefly explain to me which fuses are to be jumped, and why...that is what function the jump fufills. Also are there risks with running the car in the "jumped" state? I currently have no issues with my brick, but this knowledge would seem handy to have in an emergency.
