Got It ! 700 1990

It was something simple.

I had checked the FI relay (who would have thought - 2 coils and 2 sets of contacts) and it worked on the bench and when installed. So I started tracing the "missing" 12 volts - 0 at the coil which is fed directly from the Radio Interference Relay - also 0. The break was in the plug to the radio interference relay, not the relay itself. The small tab that holds the female 12 volt feed in the plug on the wiring harness had broken - so no contact.

Probably would have cost a few hundred (towing and minimun labor) and they would have bought a new plug from Volvo for, say, $50.
