ABS performance question with 205x60x16 tires 200

This is a 92 245 with Yoko ES100 205x60x16 rubber. The question is if anyone else has a similar setup and is not able to get the ABS to activate on dry roads. On wet roads, I can get the ABS to trigger with full brake pedal, but not on dry roads. NOTE: The tires do not skid on dry roads with full brake applied.

Is this normal behavior for the ABS with wider tires, or is this an indication that the brake system is low on pressure?
