How should fork for clutch cable move? 700 1986

I finally got a chance to get underneath it again and found that the "fork" where the cable would attach would not move more than about 1/8 inch even when I pried it with a bar. Then I fiddled with it and suddenly it would move freely with no resistance. It would even move from side to side. Can anyone tell me what that fork feels like normally. I'm thinking the tranny needs to come apart, since I would expect it to move, but with significant resistance.
