Trouble Installing Power Antenna 900 1991

When i baught my volvo, the power antenna did not work, and then it was snapped off at the car was because i was unable to put it up or down. So i baught a whole new unit off ebay and for some reason i cannot get it to work. I have the ground right and im pretty sure i have the other 2 wires right, but when i turn on the car and flip the antenna up/down switch the antenna does nothing. Is there something i might be overlooking? Could my switch be bad?
