Headlights on = instrument lights off and turn signals continuously lit 200 1984

I'm looking at a 1984 240 with this issue, searched the archives and found the exact issue posted back in November 2002 by "3 too many":

When turning on parking lights/head lights... turn signal indicators in the cluster come on and STAY on...dash cluster lights go out!!I checked all exterior bulbs...everything on and working as it's supposed to. I already replaced the parking light/headlight switch in the cluster. Fuse box is in good shape. Any ideas??

At that time, there was no solution posted. Does anyone know the culprit? Bad ground for the headlight switch or the instrument cluster lights? I'd like to know if this is a simple fix as it affects my decision whether to buy the car. Thanks
