Intermittent lack of power with overheating 200 1985

I have been troubleshooting an unusual intermittent lack of power that has been accompanied by overheating. I say its unusual because there is no hesitation,but the engine will suddenly not rev beyond a certain point no matter how far I push the petal. IT seems to happen most often when I take off from a complete stop, like at a light. It will allow me to eventually accelerate up to about 25mph on flat ground. Which definitely makes for fun interactions in rush hour traffic ;^). The temp guage gets close to pegging after about two minutes of driving this way.

The really funny thing is that it will suddenly decide to drive normally and the engine will surge back to normal and stay that way for a few minutes. I have grown fairly familiar with most of normal abnormal maintainance on this car over the years but this one is brand new to me. Speculation both well and poorly reasoned is welcome.
