Cruise Control Issues 200

I have this 1990 240 DL wagon with M47 transmission. The cruise control does not engage easily . I keep on pressing the button to set the speed. I feel the acc paddle stiffen ( Getting some assistance) but after some time speed starts dropping . If I keep the button pressed the speed does not exceed. Some times it works fine . I have checked all the vacuum hoses .How Do I check the system . I have located a installtion manual on http://oak.cats.ohiou.edu/~ridgely/Volvo_docs/Cruise%20Control%20Install.pdf


There is another vacuum related issue . There is a slight draft of air through the vents even if the recirculation button is closed ,again I checked the valve on top of intake manifold and the related vacuum hose till the white vacuum cylinders(Fused Spheres) behind the console but could not find any thing

Please suggest something.
