difficult cold weather start 200 1993

Greetings: I've had a winter starting problem with my 240 since I've had it (3yrs). It dosn't want to start when the temp gets much below 30F. If it does start, it runs rough until I can accelerate above about 1000rpm. As if a cold start injector was cutting out but this car dosn't have a cold start injector. I've replaced the temp sensor, serviced the injectors ( one was leaking) adjusted the throttle position switch, cleaned the throttle body, checked for vacuum leaks, replaced the speed sensor, and checked the ECU according to the Bently manual. After the engine starts, the exhaust isn't black but it smells like it has plenty of gas. As a side note, the idle is on the slow side and sometimes just quits (warm engine). Also, its been tuned up and has new sparkplug wires. 178,000 miles on the engine. Any ideas on what to check next? Thanks.
