E-brake diagnosis 63 rear drums 120-130

It seems that the ebrake is a pretty simple mechanism, but i was hoping someone might help me diagnose what part i might need for the problem i got before i go about the arduous task of taking the drum off. The problem is that the ebrake when disengaged sticks engaged on one wheel until the wheel is forced to turn and then it disengages with a clunck. Does this sound like a wheel cylinder or a problem with the other hardware inside there? I need to do the brake shoes (and pads in front) and if i need a cylinder ill order one or if i need something else, no problem but i would like to have it all there to do as easily as possible considering the weather and the open carport ill be doing it in.
