89 240 w/Strange Idle/TPS Issues, lets hear your ideas! 200

Hello all;
My great running 1989 Volvo 240 has always had a slightly high idle, around 900rpm. Aside from this, it runs great and has had all the normal items checked or replaced. This car has always gotten less than great milage around town, about 17-19mpg. I believe the idle and mpg issue go together. My suspicion is the throttle position switch/system. The original switch checked ok and was properly adjusted. I finally got around to getting another good TB with idle switch and installed it today and the idle is still the same. Just for fun I disconected the TPS and the car idles and runs the same! Any ideas on this one? Shouldn't the idle be high with the TPS disconnected? Any ideas before I do some checking the system would be great, it is cold here and any info to make the job easier would be great. Thanks in advance.
