more 240 electrical oddities 200

ok, so recently it's been damp out. it seems that my car charges fine while buzzing down the road, but when i put any quick load on the electrical system (brake lights, increase fan speed, turnsignal, FLASH high beams), the voltage drops to below 10v then up to over 14v and bounces for a second till it hits 12v and stays steady. somtimes all my accessories shut off and turn back on as well as the engine.

does anyone have ANY idea? a bad ground? i have no idea
