91 volvo replaced printed circuits and lit on fire (help!) 200

Hey all. I have a 91 240 that's having some brake light issues. I ordered 2 new printed circuits from VLVWorld and put them in, things went from bad to worse.

Seemed like a pretty straight forward job...pop out the old ones in with the new ones and screw in the ground wires. Well I kept popping fuses like crazy and when I put in a 16amp just to see, and it lit the printed circuits on fire. Great move there....

On the driver's side, the red light square on the top (next to the backup light) seems to be stuck on very bright.

What the heck is wrong, i assume its a short. Where do I start to track this down, this is really bumming me out right now.
