Overdrive not working!!!! 700

I posted this in the 900 forum as well.
But the cars are so similar I figured I'd go here looking for help as well.

Hi again all. 91' 940 GLE.
Overdrive doesn't work.
The arrow in the dash goes on and off with the switch on the shifter. The relay makes a "click" as well when operating the switch.
Where else do I need to look?
Solenoid? Soleniod wiring?
Perhaps I will try the Block off Plate that IPD sells.

Even though the relay clicks, does that really mean its operating?
