Emission failure again NOX 200 1991

Ah yes another state inspection and another emission failure (not even 2 years later).

March 31st 2005 my 240 failed the nox emmision test in New Jersey. (Max allowed is 1006) I had a new Cat Converter installed and it brought the reading down to 1001 for a pass...and a $300+ bill.

January 2007...it failed the nox emmision test again with levels of 1672.

Is this normal?...are cat converters not made to last 2 years?...and I have only driven 15,000 miles since then.

Should I go back to the garage the did the work 2 years ago and see if there is some sort of Warranty on the part? I looked on IPDUsa and saw that the cat converters they sell have a 5 year 50,000 mile warranty.

Looking for advice....
