Problems starting 87 240 in cold weather. 200 1987

It's not something that's easy to guess at, and definitely no fun to try and figure out in the parking lot at work in the cold weather...

You said you just did a bunch of ignition work recently, so -- no offense -- I'd start with the items you just replaced. I'd start by pulling a spark plug. Check for a strong spark.

If the plugs look good, and you're getting a good spark on all four spark plugs, start looking into the fuel delivery system.

If the spark is bad (this is my suspicion), and the plugs are black then you could be using the wrong plugs or they are gapped poorly. You should try using NGK copper plugs if that's not what you installed. (part number BPR6ES at FCP on this page: http://www.fcpgroton.com/volvo240tuneup.htm).

If the plugs are correctly chosen and gapped, but the spark is still bad, check the wires. Check the cap and rotor to make sure they're seated correctly. Check for moisture or oil under the cap.

Finally, suspect the spark coil. You didn't mention replacing that. They begin failing intermittently, and cold weather seems to bring out the worst in them.
