164 Idle Problem 140-160 1974

I was idling at 1900rpm. I turned that black knob. It isz totally closed, and she is still idling at 1300rpm. And at idle, at a red light *(in drive)* the idle will fluctuate a bit, but wont stall. When engine is hot, and I start it, idle is around 100rpm until I start driving for a block or 2. Are these issues related? Please help me. -Erik
