After putting in 3 new seals on the crankshaft, and achieving only minimization of the oil leak, I finally admitted defeat and took the car to a local Volvo specialist on the assumption that either:
1) I'm simply not capable of putting in the seal without the Volvo tool
OR
2) There is something else amiss, and I'm unable to diagnose it.
Appears to be 2-ish; the aluminum cast piece which contains the seal is worn from the original seal(s) spinning, thus will not seal.
I had considered this possibility in the beginning, so the first time I did the seal, I took the actual cast piece off, removed any scratches by sanding (lightly) but checking for ridges or uneven wear. There didn't appear to be any to me, so I considered it OK.
There were some hints. The new seal was extremely difficult to get in flush with the exterior ridge of the cast piece; further in, it was considerably easier to move. In retrospect, that probably should have been a sign of trouble.
I'd like to thank everyone who responded to my questions - I learned how the seals are done (in theory) and how to change the timing belt and set the timing, as well as a few other things.
