Brake pedal issues. 120-130 1966

My wifes 122 wagons brake pedal needs to be pumped up to work properly. It is possible to put preasure on pedal and watch it slowly go to floor. My question is this,... Is it possible to have master brake cyl failure without loss of fluid? Is this a possible booster issue? or check valve. I do believe this is an original single circut system... Anyhelp... Her front pads were quite low, so i suspect the master cyl was overstroking thuse causing the issue at hand. It also happened durring our deep freeze here on the coast. 22 degrees...... ouch. I am planning on replacing master saturday anyway. NO leaks in rear rotors either..
