Brakes affecting idle 900 1993

Hello there!

1993 940 Turbo Wagon: Upon cold start (25°F or less) engine stalls sometimes. Restarts okay; I drive approx one mile. At stop light with foot on brake the idle bounces between "near stall" and 1500 RPM. This behavior is propotional to the amount of pressure applied to the brake pedal. The more pressure I put on the pedal / the worse the "idle bounce" becomes and causes embarrasing lurches. I find that I can sometimes keep it under control by lightening the pressure on the brake pedal meanwhile keeping the car from rolling at a stop. But this is not always effective if I wish to keep from hitting the car in front of me. I can put the tranny in neutral on flat ground with my foot off the brake to keep the problem at bay, but this is not practical. The problem is virtually non-existent when the car is warm, but if I *really* jam the brake pedal at idle in park; it will bounce some. I have replaced the Oil Separator vacuum hoses and many others besides. The hose going to the Brake booster does not appear to be cracked, but I have not removed it to check internally. It rotates freely on the booster fitting but will not pull off easily. I have cleaned the ICV and all hoses are clamped properly. I feel this is a vacuum leak. Or could it be the booster itself? Every once in a while the brake pedal seems stiff, but the brakes do not seem to lose too much bite. Your ideas are most welcome, and thank you in advance. I apologize for the wordiness.
