Is the driver footwell vent supposed to have air coming out at all times? 200 1989

The black vent in the middle, below the steering wheel and held by a rubber donut. By on, I don't mean blowing air at a constant speed but oner can feel air copming out of it. Barely if fan speed is set to default 1. So the speed of the air coming out is dependent on what fan speed one turns the knob. I noticed that when I turned on the heater (fan speed set to default 1), heat would come out of the footwell vent as well as the dash vents. When fan speed is set to 2, the footwell vent blows air out the same speed as the dash vents. This leads me to ask another question. When fan speed is set to 1 and heat lever is set to middle, the air is not really forced out, just "seeping out" from both dash and footwell vents. Is this normal?

When the fan speed is at 1, the vents really don't blow air out, though one can feel air, but not enough to blow a piece of tissue toward you if you put one there. Normal?
