240 Poor Running, Now No Start 200

Good Evening Folks,
My son Barrie's '88 240 wagon is giving us trouble. It is serious winter up here in eastern Ontario (-15c) and the car has not been running well for the past few days. I drove it yesterday and it felt somewhat 'doggy'. It started acting up today on his way to college. Rough running and no power. He turned around and made it back home and his twin brother was dispatched to pick up our Safari-van from my missus at her work. It has spark, and very wet gas fouled plugs. When I got home from work today, we removed the plugs, cleaned them off, warmed them with the propane torch and re-installed them. No go. Lots of cranking, lots of spark, and lot more gas. I am thinking a failed cold start injector/valve or a fuel pressure regulator. The car had been delivering rotten gas mileage as well, about 19 MPG Imperial (16 or so US). The car has new plugs, wires, cap, rotor and air cleaner. The fuel pump is new as is the fuel filter.
Any ideas?
