Cold Start Problems 200 1987

My sister is in Boston where the temperature outside it getting into the teens.

She says her '87 240 will start right up when it's cold, but then idles really rough, like it's about to die. It runs well after warming up 5-10min.
The problem started after the weather got cold.

Any thoughts? AMM, Coil, Cold Start Valve, Vaccum problems?
