242gt electrical woes 200 1979

can anyone tell me why the voltage drops in my electrical system when i turn the lights, wipers, fan etc on (engine running)? i thought it was supposed to drop then come back up to around 14v. my alt was refurbished about 3 yrs ago. battery is new. i replaced the ballast resistor not long ago. my immediet thought is voltage regulator, even though that was replaced when the alt was redone. what else would it be?
