Headlights Not working 900 1992

i was wondering if anyone has any input about my headlights not working. i checked the fuses, all are okay, the bulbs both i have checked. the head lights do work on HIGH beam only, but the low beams dont seem to work.
is there a relay i need to check? i have checks the haynes manual and there isn't any indication of a headlight relay, only a fuse.

where do i go from here?
any input would be great.
