Tire Flatspot without ever skidding? 700 1990

I noticed a few days ago while getting into my car that it looked like I had a flat spot on my right front tire. This was right after having my tires rotated and it had been parked overnight and not moved.

I've got ABS and have never locked up my brakes. Other than a locked wheel, the only ways I can think I could get a flat spot would be:
something like wheel balance or bad bearings causing uneven wear OR
the tire has a defect/lower density rubber on one side.
Tire/wheel was balanced when it was bought, 5,000 miles past, and recently. I had it re-balanced and was told the balance on one was slightly off, "but they fixed it".

I have a bad tie rod on the other side of the car. After having the tires rotated (I was lazy) and balance checked, I had a steering wheel shimmy. I hadn't ever had a steering wheel shimmy before. Only vibration I had was what I still blame on a bad center driveshaft bearing. I could feel it at certain speeds - aroun 53 and around 72. The shimmy comes and goes similarly.

I tend to blame the tire more.

I've had these miles for about 35 of an 80 thousand mile warranty (Pirelli P3000 passenger tires) so I can probably get it replaced.
