Stumbling & Stalling after WOT 140-160 1970

My friend is having a very similar, if not the same problem... With the same setup as well. It's in a 72 145... Hmm. We've replaced the pump, has a new filter in it, freshly lined gas tank... I wonder if the vent's plugged in his tank, could be very possible.

So, where's this vent and how can I "unplug" it? Is it possible that it was plugged from whatever they used to seal the tank? I think yes.
