Turn Signal Weirdness 200

I added a set of repeater lights to the front fender.

I now have an issue where the lower bulb spot ( turn signal ) is not working with a buld in the correct way. The lamp housing says 1157NA - i replaced the bulbs and its still messed up. The turn signal flashes the parking lamp and when the parkin lamps come on the signal craps out.

No problems on the passenger side. Am I missing something here on the plugs etc. It looks like when a bulb is put into the lower housing it is shorting to a connection up top.

Ideas ?
