Bad stalling at low speed/rpm 200 1989

My old automatic wagon has suddenly developed a bad stall at low rpm, just when I was celebrating victory with state inspection today. (I can't imagine how the inspection might have caused this, but?)

Please consider the following clues:
-stalling without foot on gas, very rough idle before it quits, isolated misfiring, hard to get it moving, seems ok above 25-30mph.

-an attached wire of unknown purpose is resting on rear of motor, on top of it, may have some insulation worn/burned off. That's the most I can say til I get some light on it. I also thought I detected a faint burning smell but not sure.

Thank you thank you for any wisdom. I have an air filter ready to install but I doubt.....
