rough idle for ~1 minute after starting (hot or cold) 200 1989

My brick idles rough for about a minute after starting up whether it's been sitting all night or just 5 minutes. The check engine light comes on and sometimes it idles so rough it stalls. Start her up again and let her run and as long as she's been running for 2 minutes it doesn't happen again - until the car is shut off.

So it seems to be something with starting up, could it be something clogging the fuel system obstructing it until enough pressure builds up? I've tried adding Techron to maybe clear up some of the gunk but it didn't help. Any suggestions?
