turbo failure, again?

I had my turbo (Garrett) on my 90 740 Turbo replaced about a year and a half ago and have put about 20000 miles on it since. About a month after it was replaced, I noticed that when I pushed hard on it (turbo gauge above 1:00) it made a whirring noise that sounded almost like the ball bearing wasn't getting enough oil or something. I hasn't gotten any worse, but I'm wondering what else this could be (vacuum lines, etc.), because I doubt that it is a problem with the turbo or supply/return lines because they were all replaced. The noise is pretty constant on the highway and I'd really like to get it taken care of. Thanks.
