Brake shoe installation 120-130

Hey everyone, I've had a little progress in my brake rebuilding attempt. I'm getting ready to put on new shoes for the Girling rear drums but I'm having a little trouble. It seems the last one to do the brakes on this car botched it, the old brake shoes are installed in a funny way. One wheel has a shoe with friction material covering more of the shoe, closer up towards the top. The other shoe has less friction material and it is closer to the bottom of the shoe.

Now the other wheel only has shoes with lots of friction material.

The new shoes I got have 2 shoes with short material, 2 shoes with long material. I assume that I should have one of each per wheel, but which should face towards the front of the car? The short shoe or the long shoe?
