Fuel System Return 140-160 1972

Bought a 142E with SU carbs. The person who did the conversion from fuel injectors has the fuel only going to the carbs without any excess fuel going back to the tank. There is a little dial with numbers that may be a flow regulator - don't know.

Basically - the car idles and drives about half a block and then it dies. I make to second gear. After it dies - I nurse it home in first.

With SU carbs - should there be a return to fuel tank or do the carbs not require that?

What is that dial that the fuel flows through?
