It does have a few miles on it, so they may be telling you the truth.

But....

It does have plenty of fluid in it?

Been flushed in the last 30,000 miles or so?

If you do have to replace/rebuild it, you could probably find one with less that half the miles on it for maybe $250 - $300 at a wrecking yard??? But if you have to hire out the installation, the bill becomes $500 pretty quickly.
