You sure they don't mean "inner tie rod end"?
Because I've owned a dozen of these cars, worked on a hundred or more of them, and never seen a front end shake that was from the bushings.
Oh sure, clunks, bangs, creaks. Shimmys are ALWAYS from something in the steering or a joint being worn out physically. Even bad big (rear) lower control arm bushings don't make it shake.
The inner tie rod ends can be a little hard to diagnose- takes a skilled hand on the part sometimes, and a helper to wiggle the steering wheel back and forth. While under there, all the other joints should be checked, i.e. outer tie rods, ball joints, and also wheel bearing tightness.
Somewhere in there, there's looseness, and it's got to be findable. I would be really surprised if there's a problem with the bushing in the front of the control arm. Not saying it can't happen, just saying exhaust other possibilities first.
Also, I should note my recently retired 87 had a miserable front end shake when I got it: a combination of a blown out RF strut, and a bad, very worn lower steering shaft U-joint made the car dangerous in my favorite exit ramp. With new struts, new u-joint, 1 tie rod end, and 2 new big bushings, you would have had a hard time telling it wasn't a new car, and an excellent handling one at that.
