ROUGH IDLE ISSUES 900 1993

Good evening all, had rough idle issues a week ago, replaced distributor/rotor/spark plugs/fuel pressure regulator, cleaned throttle body, IAC. Volvo tech swapped out ECM module with a good one, no change, checked all codes, all relays, IAC, O2 sensor checked to be working.. Idle is somewhat better, still idles rough at 950rpm vice 750rpm. Volvo tech check idle issue this morning, he checked the same things I checked and found nothing else that could cause the rough idle. He also recommended Volvo distributor, wires and spark plugs. All recommendations/suggestions are much greatly appreciated.
