Hauling Electric Scooter 900 1995

My Mother & Father in Law have a 95 940T Sedan and are in need of using an electric scooter now. They are going to have a class II hitch installed so they can mount a ramp for the scooter. The maximum tongue weight per the manual is around 165 lbs but I've heard different tongue weights from different sources including this board. The overall weight on the tongue including the ramp will be 265 lbs, will this be a problem ? Does anyone have any first hand experience hauling a scooter ? I would at least thing replacing the rear springs with a higher load capacity would be needed if the tongue weight is not a problem. Any info would be helpful. Thanks.
