looking at a 89 740 turbo to buy but it's ... 700 1989

not running. Has 193800 miles, body good, sunroof and electric windows work, interior is ok .. the normal cracking of the drivers seat. They guy wants $400 for it as is. My question is: do you guys think it is worth the risk?

He says that he was driving down the road and it started cutting out. Next day it wouldn't start. He has since put in a pick-a-part computer and all the relays (he claims and I don't have a reason to not believe him), still no start. He says that he can spay a very small amount of starting fluid in the breather box and it will start but die quickly. I tried turning the key on and heard no fuel pump sound.

What all could it be? Can the fuel pump act like that and then not work atall?
