weird lock thingy near hood release

I've had a '90 740 turbo for about three years and I've been wondering the whole time what this little lock is by my left foot as I'm driving. The car is a standard and was bought in massachusetts. The lock looks like you push in the button (where the round keyhole is) to lock it, but since I don't have the key I'm all set pushing it in. It looks like the far end of it goes up into the engine bay with the hood latch release, but I'm not positive about that. I've tried to call the previous owner, but she won't respond to my call. I'm stuck and just want want to know what the heck this thing is finally.
