Idle Speed Motor/Valve running when it shouldn't S90-V90 1997

A couple of days ago, I posted a message with the subject "battery drain." In response, Dan R. guessed that it might be the idle speed motor -- even though this device is not supposed to operate with the ignition off. http://www.brickboard.com/RWD/index.htm?id=1166673

Dan R. was correct. Disconnecting it makes the symptom stop. But my tech says that he has never seen this before, and neither has anyone in his informal "mechanic's network." He's starting to trace it methodically, but if anyone has any likely places to look, I (and my tech) would appreciate it.
