Hello, This is controlled by the ECU. If it is shuttering back and forth, then the gronding path in the ECU is shorted to ground causing the motor to run after shut off. A quick way to tell, reach up under the dash and dissconnect ECU, does the problem go away? If so, start looking for 96 or early 97 ECU. Pauli
