why does my car idle at 950-1000 rpm? 900 1993

I have a 945T 1993, with 94K. It idles at about 950-1000, as judged by the dash gauge. I think that it should be lower (around 700) correct? I have adjusted and cleaned the throttle body and idle switch as per the FAQ. I also cleaned the idle control valve. It stalls when I block the flow through the idle air control valve, as the book suggests that it should. This should also mean that there is not an intake leak. The idle is pretty even, but sometimes when cold, the idle control valve sticks and it oscillates between 800-1500rpm. I have also replaced the crank position sensor and knock sensor.
