940 Turbo Fuel Pump Noise/check engine light 900

My wife has a 93' 940 turbo Wagon with 165K miles, she has complained about high pitched sound and upon investigation seems to be coming from the primary fuel pump under the drivers seat. I thought i had changed the fuel filter but I'm not sure, so maybe a possible clog there causing the primary pump to work harder. I pulled the fuse for the in-take pump and the rpm's did drop significantly, sometimes it stalled. At idle the return fuel line from the FPR had approx 25 psi pressure measured at a schrader valve neat the fuel pump. Runs a little rough when the car is first started but seems to have no drivability issues. Now the check engine light is coming on. Besides changing the filter what would be the next step?
