no headlights... 120-130

You said that when "pulling the wand" etc.
If this is a US model, someone along the way has added that feature and may have done something wrong with the wiring. Definately added a relay to make that function work.

Maybe since you have a foot dipper switch, you can restore the wiring as the factory and Haynes manual show and start over from there.

My '68 is still stock and has the foot dipper. I don't think it has any headlight relay.
