excessive fuel consumption 200 1989

Really frustrated with this problem. Hoping someone here can offer advise.1989 245 w/147,000 miles. approx. 10 mi. per gal., also fuel in oil.
Some things i have done---general tuneup within last 10,000 mi. plugs, wires, rotor and cap, air filter, crankcase ventilation check.checked and replaced vacum hoses as needed. installed spare intake bellows hose. Lots of oil changes. (the 89 is not my primary transportation)
Temp. sensor, coolant flush w/thermostat. O2 sensor, crank sensor, fuel pressure regulator.
volvo mechanic replaced air mass meter w/used, and fuel pressure reg.
I have changed out (w/known good) both computer units above passenger footwell and the white relay attached.
yesterday i pulled the fuel rail and energized the system, attempting to see if i had an injector leaking. none were. I have unplugged the cold start injector. gas line is still attached can it still leak?
Sorry this is so unorganized. prolly some more i will remember later. Oh, the car runs great. a little lopey at idle.
