I don't think you need that...

If it settles out nicely once started, maybe it's not such a "clapped-out B18" after all...and if starting it is the issue then it's either not getting enough fuel (choke OK?) or the ignition has a problem... What does it do when cranking? Is it firing, just not "catching" (IGN too advanced) or not firing until you get the starting fluid in there (too lean)... You know that these cars start fairly well when things are halfway in order...so get on it...its not rocket science, just B18 science...and that's well known...also a stationary engine may just not need so much advance anyway...I don't expect you need full performance out of it...so try backing the advand to 5 or 10 degrees BTDC, to give some starting advantage...
