945 taillight failure ? relay 900 1994

It has been years of trouble free motoring, since my last posting here - but now I have a bulb failure relay question. 94-945T 161K excellent cond.

Conditions:
No running lights, brakes applied 3-brake lights work fine.
Running lights on, both tail lights correct voltage and correct filaments lit.
Running lights on, brakes applied...brake light in hatch and left stop-filament comes on,,, right-side nav filament goes out and no stop comes on.
I.E. each system work fine separately / but in concert, closing the brakelight circuit turns off the nav and does not light the brake.

Question do I have to buy the $140 relay? Resodering every connection I can see made no difference in the status.
